What are the LUCA and BAS Programs

About the LUCA Program

The Local Update of Census Addresses (LUCA) program, is a census geographic partnership program that will allow the Census Bureau to benefit from local knowledge in developing its Master Address File (MAF) for the 2010 Census. Tribal, state, and local governments can contribute to a more complete and accurate census for their community by reviewing and commenting on the list of housing unit and group quarters addresses that the Census Bureau will use to deliver questionnaires within their community.

ESRI in conjunction with Citygate GIS Corporation has developed the ArcGIS LUCA extension to support participating government agencies and provide for a more streamlined submission process.

About the BAS Program

The Census Bureau conducts an annual survey called the Boundary and Annexation Survey (BAS) to collect information about selected legally defined geographic areas, such as counties, cities, and towns. The BAS also provides an opportunity for participants to review the names and geographic relationships for these areas. The BAS information is used to provide a record for reporting the results of the decennial and economic censuses, and to support the population estimates program and the American Community Survey.
