The
Census LUCA
(Local Update of Census Addresses) and BAS (Boundary
Annexation Survey) Extension for ArcGIS was developed by Citygate GIS, under a
software development contract with ESRI.
It is a free add-on extension designed to provide the following capabilities:
- Simplify the work required by government agencies participating in the
Census Bureau's LUCA and BAS programs.
- Provide tools to enable the loading of Census provided Address and
Geographic data into the ArcGIS software.
- Create workspaces which support the development of the LUCA and BAS
required submissions.
- Use in house GIS data to update the Census LUCA and BAS files.
- Review and edit LUCA and BAS data to insure accurate submission of local
data to the Census Bureau.
- Create the LUCA address and GIS data files for LUCA and BAS in the special
format required by the Census Bureau.
The LUCA portion of the
Extension is designed to by used by any governmental organization participating in the
LUCA program. Tools are provided to allow
users with in house GIS data to upload and merge their data with the Census provided data. Users without existing GIS data can also use the
extension to review, correct and update Census provided addresses and geographic files.
BAS support
functionality allows the development of boundary files delineating legally defined
geographic areas such as counties, cities and towns.
The BAS portion of the extension also allows the participants to review
names and geographic relationship for these areas.
