The LUCA and BAS Extension for ArcGIS ArcGIS requires ArcView, ArcEditor, or ArcInfo 9.2. It is not currently supported for previous version of ArcGIS.

System requirements are determined by the current product version and platform configuration you are using. Please refer to the applicable ArcGIS Desktop specifications for ArcView, ArcEditor, and ArcInfo.
